I answered that question in my first reply. and as i said there must be some confusion so get to me on AIM since draggin this out on PM/GB posts would be ridiculous. anyways, one last try at explaining this:
the outlines and vectors are done in photoshop. it doesnt matter what version as all i use is a basic tool that is available in all of them. this is the pentool, with it, you can make selections like the lasso tool but it allows you to make nicely formed curves and lines perfect for vector work in photoshop. so i use this tool to literally outline the "outlines" of the pic im using treating it as if it were a shape. then i just fill by right clicking and selecting the option for fill. if you still dont understand wth im talking about, you may want to consult tama neko as i tihnk she may have tuts on vectoring though those are probably with illustrator
